Why regulators, universities and immigration bodies accept an MOI certificate

Almost every English-speaking destination expects internationally trained professionals and students to demonstrate that they can study, work and communicate safely in English. The default way to prove this is a standardised test such as IELTS, OET, PTE Academic or TOEFL. However, many receiving bodies recognise a sensible shortcut: if your entire qualification was delivered and assessed in English at a recognised university, a formal Medium of Instruction certificate can serve as evidence of that English-medium education. The certificate is trusted because it comes directly from the institution that taught you, on official stationery, and can be independently verified with the university if the receiving body wishes.

For nurses, the most well-known example is the United Kingdom's Nursing and Midwifery Council. The NMC has, in defined circumstances, accepted evidence that a nursing qualification was taught and examined in English as part of how an applicant meets its English-language requirement — an option that can spare a candidate a separate test if their situation qualifies. Universities are the other big user: institutions in the UK, Ireland, Australia, Canada and elsewhere frequently publish English-language entry policies that allow an MOI letter as an alternative to a test score for applicants from English-medium programmes. Some employers and certain immigration or professional streams may also accept it as supporting proof.

The practical takeaway is this: the MOI certificate is a genuinely useful document, but it is a piece of evidence, not a guarantee. Used correctly — with a clear understanding of what your specific destination will accept — it can remove a real obstacle. Used on an assumption, it can lead to a rejected application and lost time. How the MOI fits alongside your other RGUHS documents

The Medium of Instruction certificate rarely travels alone. In most applications it sits within a wider set of academic documents, and understanding how the pieces relate helps you assemble everything in the right order. Your consolidated RGUHS transcript is the core academic record — the statement of subjects, marks and grades that credential evaluators treat as primary. The MOI certificate complements it by addressing a specific question the transcript does not spell out: the language of instruction and assessment. Where a receiving body wants independent confirmation that your degree is genuine, that is a matter for degree verification; and where a document must be legalised for use in another country, that falls to attestation or apostille.

Because these are distinct instruments with distinct purposes, ordering the wrong one — or ordering them in the wrong sequence — is a common and costly mistake. A nurse heading to the UK, for instance, may need transcripts for the regulator, an MOI certificate toward the English-language requirement, and separately attested copies of the degree for another step. English is the medium — but the certificate still has to be right

It is worth restating a point that trips up many applicants. The fact that RGUHS teaches its professional health-sciences programmes in English does not mean any letter you produce will be accepted. The receiving body cares about three things: that the confirmation comes from the university itself, that it is properly signed and sealed, and that its wording actually addresses their requirement. A homemade statement, an unsealed printout, or a letter that confirms the wrong detail will not do the job.
